Paypal return policy should change

I am a seller indeed, but I strongly advise Paypal should change one of its return policy.
Paypal forces the buyers to pay return postage even though a seller sent a wrong product to them.

This is dumbest. A lot of sellers (especially the sellers in China) in ebay or something similar use this Paypal's loophole to do business carelessly. They don't control the product quality, get high profit, as a result, buyers mistrust ebay!
