What is the CNI?

What is the CNI?The CNI observes the principle of submission to the legal order and carries out its activities within the framework of the missions expressly provided for by Law 11/2002 of May 6, regulating the CNI, and by Organic Law 2/2002 of May 6, regulating the prior judicial control of the Centro Nacional de Inteligencia.

It should be noted that the CNI is responsible for activities which, in other countries, are carried out by two or more Intelligence Services. This makes it possible to have a homogeneous and global coordination and an exchange of intelligence between complementary fields, while optimizing resources. In this regard, the CNI works according to the principle of coordination with other state information services.

To facilitate this coordination, the Government's Delegate Commission for Intelligence Affairs (Art. 6, Law 11/2002), chaired by the Vice-President of the Government appointed by the President, has the mission, among other things, to ensure the proper coordination of all State Information and Intelligence Services, in order to create an intelligence community.

For the accomplishment of its information activities, the CNI has an annual allocation of secret funds, the use of which is regulated by Law 11/95 of March 11 on the use and control of appropriations intended for expenditure. secret. The objective of these secret funds (also managed by the Ministries of the Interior, Defense and Foreign Affairs) is to protect identities, events, places or dates linked to the activities or sources of the Service. However, this does not mean that there is no control over these secret expenditures; there is in fact a special system of justification and control, since Law 11/2002 of May 6, regulating the Centro Nacional de Inteligencia specifically establishes the principle of parliamentary control of the activities of the Center. This law, with full respect for parliamentary autonomy, provides that it is the Commission responsible for controlling appropriations for secret funds that is responsible for controlling its activities.
