No, "Buy it now" is not committed to buy!
Only "Commit to buy" is committed to buy.
After click "Buy it now", you still have chances to check order details including Postage and payment methods. sometimes the postage and payment methods are not clear in product page, users tend to confirm before payment.
So it is nonsense if you think you have to buy after click "Buy it now" button.
